Full Description
The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price Purchase Order to Biotage for an Initiator+ Alstra™ Microwave Peptide Synthesizer, US/JP configuration, including an Alstra trade-in.
The Government intends to solicit from a single source in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, because the circumstances of this acquisition indicate that only one responsible source is capable of satisfying the Government's requirements.
Biotage is the only known responsible source capable of meeting the Government's specific technical and functional requirements. The Biotage Initiator+ Alstra peptide synthesizer incorporates proprietary technical capabilities that are integral to the Government's established peptide synthesis processes. These capabilities include Biotage's proprietary digital syringe pump reagent delivery system, robotically controlled dual-needle syringe technology, oscillatory mixing methodology, vacuum-pump-driven fluid transfer process, and integrated software specifically designed for the development, optimization, and execution of peptide synthesis protocols.
The Government's existing synthesis methods have been developed and validated using these proprietary features and depend upon their precise operation to maintain reproducibility, consistency, and continuity of ongoing research activities. Substitution with another manufacturer's system would require redevelopment and revalidation of established synthesis protocols and could result in significant delays, increased technical risk, potential inconsistencies in experimental results, and disruption to ongoing research activities.
Based on the Government's requirements, Biotage is the only known responsible source capable of providing a system that meets the required technical and functional requirements while maintaining compatibility with the Government's established peptide synthesis processes.
This notice is not a request for competitive quotations. However, interested sources that believe they can satisfy the Government's requirements may submit a capability statement demonstrating their ability to provide a product that meets all of the stated requirements.
The Government will consider all timely responses received and will determine whether the acquisition should proceed as a single-source procurement or be competed.
The Government anticipates making an award approximately five (5) calendar days after the closing date of this notice, unless the Government determines that another responsible source is capable of meeting the requirement.
Capability statements shall be submitted electronically to haunp@mail.nih.gov no later than 9:00 a.m. EDT on August 31, 2026.
