Paint Services in support of the HC-144 Aircraft.
Solicitation # 70Z03827QL0000005
Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt. Quotations must include pricing for the base year and all four option periods to be considered. The closing date for receipt of offers is November 23, 2026, at 4:00 p.m. Eastern Time, with all inquiries due by November 2, 2026.

The contract pertains to the Department of State’s aviation support services, primarily focused on assisting with the eradication and interdiction of illicit drugs through a broad range of aviation missions. These missions include aerial and manual eradication support, interdiction, air assault, border security, personnel and cargo transportation, reconnaissance, personnel recovery, medical evacuation, search and rescue, armed escort, maintenance test flights, and surveillance among others. The services are provided by contractor personnel both within the continental United States and abroad, supporting operational requirements globally. The current Aviation Support Services Contract (SAQMPD05C1103), which was set to expire on October 31, 2014, requires a six-month extension due to delays in awarding the follow-on contract solicited under number SAQMMA14R0319. This extension is necessary to prevent any disruption in critical aviation support operations. The contract falls under NAICS code 488190 and is overseen by designated contracting officers from the Department of State. The scope of work ensures ongoing support to the mission objectives involving personnel and equipment security, reconnaissance, personnel movement, and interdiction efforts pending the award of the new contract.

The Office of Acquisition Management is conducting this acquisition to extend the U.S. Department of State Bureau for International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) Worldwide Aviation Support Services Contract for a period of six months with a 6 month option. The estimated cost for 12 months is $276,000,000. INL/A has solicited offerors for its worldwide aviation support services requirements under solicitation number SAQMMA14R0319. However, due to agency reviews, GAO and small business protests the awards have been delayed. The completion date of the existing Aviation Support Services Contract SAQMPD05C1103 is October 31, 2017. Consequently, an extension to the existing contract will be necessary for the continuation of the SAQMPD05C1103 to ensure there is no break in services pending the award of SAQMMA14R0319. INL/A provides aviation support for the eradication and interdiction of illicit drugs, training of contractor and host nation personnel, movement of personnel and equipment, reconnaissance, personnel recovery (PR), medical evacuation, security of personnel and equipment, and ferrying of aircraft. Operational missions may include but are not limited to: aerial eradication, manual eradication support, interdiction support, air assault, border security, external load, forward resupply, aerial transportation of personnel and cargo, Search and Rescue (SAR), SAR/MEDEVAC, disabled aircraft recovery, armed helicopter escort, maintenance test flights, aerial reconnaissance, surveillance and verification. Applicable missions are performed by contractor personnel at CONUS and OCONUS.
