GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT
Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.
Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Arms Control and International Security (T) within the Department of State (DOS). INL’s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation.
The INL Section at the U.S. Embassy Nassau, The Bahamas, provides foreign assistance under the Caribbean Basin Security Initiative (CBSI) that supports law enforcement and criminal justice reform activities intended to increase the capacity of Bahamian institutions to carry out effective interdiction of illicit trafficking, impede criminal financial gains, and improve the efficiency and effectiveness of the criminal justice system. In addition, INL supports The Bahamas’s efforts to establish a legislative framework and an organizational structure to address corruption and financial crime issues, which are closely connected to transnational criminal activities in The Bahamas.
In consultation with the INL Director, the INL Coordinator is responsible for day‐to‐day management of the INL Nassau office, is INL’s contact with the host government law enforcement, financial investigators, and justice sector officials, assesses and responds to opportunities to improve institutional capacity with the development of training and professionalization programs, and provides advice and guidance to the INL Director and Embassy leadership. The Coordinator oversees the INL foreign assistance programs and budgets in Nassau. He or she oversees projects that combine U.S. interagency and subject matter experts with trainers from the region to improve and standardize police professionalization; build the capacity to prosecute financial crimes and seize criminal assets; advance the counternarcotics and anti-transnational organized crime capability of The Bahamas; improve the efficacy of the Bahamian criminal justice system; and support regional information sharing and interoperability.
The primary purpose of this Personal Services Contract (PSC) is to serve as the INL Coordinator to the INL Section in Nassau, Bahamas. The position is responsible for program management services to include design, development, planning, budgeting, implementing, and monitoring, and evaluation of the INL Section’s counternarcotics, anti-transnational organized crime, citizen security, and criminal deterrence projects. In this capacity, the Coordinator provides guidance and recommendations on wide‐ranging policy and technical law enforcement matters relative to United States foreign assistance through CBSI. The position requires independent judgment, strategic planning ability, and extensive experience coordinating complex initiatives involving regional institutions, partner governments, and U.S. agencies.
DUTIES & RESPONSIBILITIES
Under the direct supervision of the Nassau-based INL Director or his/her designee, the INL Coordinator will perform the following duties:
1. Design, develop, and manage complex regional security cooperation initiatives that integrate training, technical assistance, institutional modernization, operational coordination, and policy development to address transnational crime.
2. Work with U.S. interagency partners, including but not limited to DEA, DHS, FBI, CBP, and other relevant agencies, to align INL-supported activities with broader U.S. law enforcement and national security priorities.
3. Implement, manage, and conduct oversight on assigned INL programs throughout The Bahamas to achieve INL goals and ensure program sustainability. Serve as Agreement Officer Representative (AOR), Grants Officer Representative (GOR), and/or Contracting Officer Representative (COR) as required.
4. Manage contracts and other procurement mechanisms, grants, and agreements with multilateral organizations to achieve program objectives. Draft Statements of Work (SOWs), Notices of Funding Opportunities (NOFOs), and work with interagency and international organization partners to develop project work plans.
5. Advise Embassy leadership and INL/WHP on regional criminal threat trends, institutional capacity gaps, and strategic opportunities affecting law enforcement cooperation, border security, intelligence integration, and criminal justice sector development.
6. Establish and maintain appropriate internal management control systems. Ensure INL programs are not subject to waste, fraud, or mismanagement.
7. Coordinate INL programming with Bahamian government officials, U.S. agencies, other international organizations, non-governmental organizations, and program beneficiaries. Communicate and coordinate with other project implementers in the region to avoid duplication of effort and advance shared goals. Work closely with the Embassy Nassau INL staff to coordinate overall assistance to the Royal Bahamas Police Force (RBPF) and other Bahamian partners.
8. Coordinate with INL staff and liaise with Bahamian authorities regarding procurement, property management, construction, vehicle purchase and maintenance, training, and communications support for assigned program areas. Draft project documents, such as terms of reference and statements of work, for specific trainings and other implementation activities in conjunction with INL’s Western Hemisphere Programs Office (INL/WHP). Provide information for data collection relative to recipients and outcomes of INL-funded training.
9. Participate in the Embassy Law Enforcement Working Group and, as required by the INL Director, Country Team. Report, advise, and coordinate with both bodies on INL strategy and programming, programming options, and other areas where INL can assist in achieving Department of State and Embassy Nassau strategic goals.
10. Develop and plan INL programs to achieve the U.S. government’s goals in The Bahamas. In coordination with the INL Director and Bahamian counterparts, maintain strategic plans for assigned program areas. Provide input to the annual INL budget development process.
11. Serve as a subject matter expert in program management for INL Nassau, and advise INL Nassau and INL/WHP on strategic programs in line with INL Program Design Standards that develop institutions to address strategic objectives in The Bahamas and the region Regularly monitor and evaluate programs to ensure their effectiveness and compliance with all applicable laws, regulations, and policies. Conduct site visits, evaluate and report program results, and direct mid-course adjustments as necessary. Close out programs when complete. Perform and document project evaluations in coordination with host-country authorities and relevant U.S. agencies.
12. In conjunction with the INL Director, ensure program compliance with all applicable laws, regulations, and policies. Ensure projects fall within program guidelines as notified to Congress and as laid out in the INL Bahamas Strategy. Ensure that all INL-funded training is conducted in full compliance with the Leahy Amendment and Section 477 of the Foreign Assistance Act. Ensure compliance with INL property management regulations. Explain relevant U.S. laws, regulations, and policies to Bahamian authorities and implementing partners.
13. Monitor program financial records to ensure their accuracy and completeness. Working with INL staff, ensure budget compliance with INL financial management guidelines and regulations.
14. Provide regular oral and written reports on program implementation. Provide programmatic guidance and analysis of developments in The Bahamas to the U.S. Embassy Political Section and INL Washington.
15. Draft and provide advice and assistance in the preparation of required reports, including to the U.S. Congress, INL Bureau, and other U.S. federal agencies. Contribute to the annual End Use Monitoring Report.
16. Advise the INL Director and INL Washington on issues related to assigned program areas.
17. Work in close conjunction with the INL Director as Representative and provide backup and support for duties and responsibilities as directed.
18. Represent INL in internal and external meetings, ceremonies, and representational events as required. Articulate and promote U.S., Mission, and INL policies and goals.
19. Maintain security awareness and properly handle classified and controlled items and information.
20. When required, perform the role of Duty Officer.
21. Performs other duties as requested and assigned that are directly related to this Statement of Work.
TRAINING & DISTANCE LEARNING COURSES
1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the National Foreign Affairs Training Center (NFATC) within 120 days of arriving at Post.
2. Completes the Grants Officer Representative DL courses (PY220, 222, and 224) through NFATC within 120 days of arriving at Post.
3. Completes the Introduction to Working in an Embassy (PN113) DL course through the FSI within the first six (6) months of arriving at Post.
4. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.
5. Completes INL/RCD INL-PREP Training within first year at Post, as required by the INL Director.
6. Works with the INL Program Office/Post to determine a timeline for completing the INL Staff Orientation and Readiness Training (SOAR).
7. Consultations with the INL Program Office may be required.
PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS
The place of performance for this position is the U.S. Embassy in Nassau, The Bahamas. The incumbent is required to travel throughout Bahamas, the Caribbean, and the United States as mandated by the needs of the program and/or at the direction of the INL Director or Director’s designee. The Coordinator may be required to travel to other Western Hemisphere countries outside of the Caribbean on an infrequent basis.
RELATIONSHIPS
The INL Coordinator will work under the direct supervision of the INL Director at the U.S. Embassy in Nassau, The Bahamas, and coordinate with the INL/WHP Program Officer on program implementation as well as INL policies, priorities, and objectives. The Coordinator will work closely with Embassy Nassau leadership and other Embassy sections, including the Management Section, Political/Economic/Public Diplomacy sections, Regional Security Office, and resident or visiting U.S. law enforcement personnel. The INL Director will monitor, review, and assess the INL Coordinator’s work.
The Coordinator will maintain regular engagement with senior officials from partner governments and regional security institutions to support the integration of law enforcement, intelligence, and maritime security initiatives addressing transnational crime. The Coordinator will coordinate with regional organizations, implementing partners, international donors, and other U.S. embassies engaged in security cooperation activities affecting The Bahamas. The position requires the ability to operate independently while maintaining close coordination among diverse stakeholders with differing institutional authorities, operational mandates, and strategic priorities.
The Coordinator will also collaborate with U.S. interagency partners and regional counterparts to ensure that INL-supported initiatives strengthen operational cooperation, information sharing, and institutional effectiveness among partner governments and regional security organizations.
The Contract Administrator shall be the INL Contracting Officer in Washington. In no instance shall the INL Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing.
The INL Director will provide yearly performance reviews to the INL/SAO/IM Contracting Officer in Washington, D.C. to contribute to the incumbent’s official yearly review.

MINIMUM QUALIFICATIONS
1. U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.)
2. Bachelor’s degree from an accredited institution.
3. A minimum of ten (10) years of progressively responsible professional experience in U.S. foreign assistance, international law enforcement cooperation, security cooperation, or related fields addressing transnational crime.
4. A minimum of three (3) years of experience leading the development and execution of complex international programs across the full program lifecycle, including strategic planning, program design, procurement coordination, contractor oversight, implementation management, and integration of monitoring and evaluation systems.
5. A minimum of three (3) years of experience designing, implementing, and managing complex international security or law enforcement programs that advance American policy priorities, including strengthening partner nation capabilities to detect, investigate, and disrupt transnational criminal activity.
6. A minimum of five (5) years of experience advancing law enforcement cooperation among foreign government counterparts and U.S. Government stakeholders focused on responses to organized crime and illicit trafficking.

Factor 1: Criminal Justice Experience (15 points)
Demonstrated experience working on law enforcement, transnational organized crime, financial crime, justice sector, and/or counternarcotics issues. Preferred experience managing foreign assistance programs.
Factor 2: Program Management (25 points)
Demonstrated expertise in designing, managing, monitoring, and evaluating complex programs to achieve policy goals, especially in a foreign assistance context. Demonstrated knowledge of U.S. government procurement procedures and program implementing mechanisms. Prior experience and knowledge of the U.S. federal budget cycle relative to program development is preferred.
Factor 3: Program Coordination (20 points)
Demonstrated ability to work effectively as part of a multi-cultural team and to liaise with host nation officials, relevant USG agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. COMPENSATION (BASE PAY)
This position has been designated at the GS/FS-02 equivalent level ($102,409 - $150,391 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
