The contract involves the procurement of advanced mobile forensic equipment for the National Police of Ukraine's Counternarcotics Department as part of a capacity-building initiative funded by the International Narcotics and Law Enforcement Affairs (INL). The project supports the NPU’s goal of enhancing interoperable, searchable, and readily accessible information systems for its law enforcement operations. The requested equipment primarily consists of Cellebrite products, including the UFED 4PC Ultimate and UFED Cloud Analyzer, which enable comprehensive extraction, decoding, and analysis of data from a wide range of mobile devices and cloud services. These tools are designed to facilitate field investigations by providing powerful forensic capabilities such as accessing encrypted social media accounts and cloud data, thereby uncovering critical evidence and improving investigative effectiveness. Cellebrite equipment has been selected due to its existing compatibility with the systems already deployed by the NPU’s Cybercrime Department and third-party software like PenLink, which supports data analysis. This choice optimizes resource use by leveraging familiar technology and infrastructure already in place, fostering seamless integration within the agency. The equipment is widely authorized and utilized by U.S. federal law enforcement agencies, including the DEA, DHS, and FBI, ensuring its credibility and operational reliability.
