All work must be designed and fabricated in the United States, with delivery FOB Port-au-Prince, Haiti, including customs documentation such as a commercial invoice containing the Harmonized Tariff Code, country of origin, and declared value. The contractor must provide bilingual (English and French) operations and maintenance manuals, a warranty plan in English with registered serial numbers and points of contact, and installation training for INL personnel. All submissions must be emailed to Courtney Wesely at WeselyCJ@state.gov no later than May 18, 2026, at 9:00 PM ET, in PDF format, and must include a complete review of the attached Statement of Work and Attachment A.
