The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is conducting market research to identify qualified sources capable of designing, fabricating, and delivering 80 double-bunk stackable modular "SteelCell" detention units and four structural steel mezzanines for a high-security prison facility adjacent to Base Vertieres in Port-au-Prince, Haiti.


CRITICAL TIMELINE REQUIREMENTS:


  • Period of Performance: No greater than THREE (3) MONTHS from contract award
  • Target Completion Date: July 31, 2026
  • Immediate Availability Required: Vendors must have "SteelCell" units already fabricated and warehoused, ready for immediate deployment upon award

This is a Sources Sought notice only and does NOT constitute a Request for Proposal (RFP) or a commitment by the Government to issue a solicitation or award a contract.


RESPONSE REQUIREMENTS


Interested vendors MUST review the complete Statement of Work (attached) in its entirety before responding.

  1. Unique Entity Identifier (UEI)
  2. Small business size status for NAICS 332311
  3. Confirmation that delivery requirements can be met (three-month period of performance and/or an expeditated delivery of July 31, 2026)
  4. Confirmation that "SteelCell" equipment is immediately available for deployment

SCOPE OVERVIEW


The contractor will provide:


  • 80 double-bunk "SteelCell" stackable modular units (8' 4.25" W x 12' 6.5" L x 8' 4.5" H)
  • Engineered design and fabrication of four structural steel mezzanines with railings, stairs, and bar grating
  • All installation components (shims, welding plates, nuts/bolts, etc.)
  • Shipping and delivery to Port-au-Prince, Haiti (FOB destination)
  • Shop drawings, O&M manuals (French and English), warranty plan
  • Installation training for INL implementers

Place of Performance: Design and fabrication in the United States; delivery to Port-au-Prince, Haiti
