The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking a qualified vendor to supply 80 pre-fabricated double-bunk stackable steel modular prison cells and four structural steel mezzanines for a temporary high-security detention facility adjacent to Base Vertieres in Port-au-Prince, Haiti. This firm-fixed-price contract has a strict 45-day performance period, with a target award date of June 1, 2026, and a mandatory delivery deadline of July 17, 2026. The vendor must have the complete order of cells already fabricated and warehoused in the United States, ready for immediate shipment upon contract award. Design, fabrication, and delivery to Haiti are non-negotiable terms, along with the submission of detailed documentation confirming immediate product availability. Proposals will be evaluated primarily on technical merit—particularly the delivery timeline—and price, using a best value tradeoff approach. Vendors must demonstrate licensed and certified engineering capabilities within the U.S., provide detailed delivery schedules, past performance references, and a comprehensive logistics plan for international transport. The scope includes providing all installation components, engineering design services with shop drawings, bilingual operation manuals, warranty coverage, and installation training for INL staff. Only vendors that can ensure timely delivery and meet all specified technical and logistical requirements as outlined in the detailed Statement of Work should submit proposals. This procurement is a total small business set-aside under NAICS code 332311.
