INL/Honduras: AFIS System

The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), has awarded a firm-fixed-price contract to Grupo Vision S de RL de CV for the supply and technological upgrade of an Automated Fingerprint Identification System (AFIS) and Secura Livescan System to be implemented within the Police Criminal Investigations Unit in Honduras. This procurement, conducted under the authority of 41 U.S.C. 3304 and justified under FAR 6.302-1 as a sole-source acquisition, was awarded without soliciting quotes or proposals due to Grupo Vision’s exclusive ownership of the proprietary AFIS and Secura Livescan technology, which is critical for maintaining regional interoperability with El Salvador and Guatemala. The contract, numbered 191NLE26P0032, has a performance period from July 2, 2026, through October 7, 2026, and requires delivery of specific hardware including AFIS servers, 45 workstations, 10 flatbed scanners, 45 digital cameras, 13 multipurpose workstations, and associated licenses, alongside professional services for configuration, data migration, and system integration. All hardware must comply with Dell Technologies specifications to ensure compatibility, warranty support, and seamless operation within the existing Northern Triangle biometric network. The system is integral to combating transnational organized crime and reducing the flow of illegal drugs into the United States, aligning with the Administration’s America First priorities by enhancing the capacity of Honduran law enforcement to identify individuals with criminal records and share data across borders. While no competitive evaluation factors were applied and no standard FAR Part 52 contract clauses were incorporated, acceptance of the deliverables hinges on successful installation, operational interoperability with neighboring countries, adherence to vendor-specific technical standards, and a three-year warranty with four-hour on-site service response. The contract does not include options, FOB terms, or detailed pricing information, and no packaging, preservation, or marking requirements are specified beyond the intended deployment at the DPI facility in Tegucigalpa. The acquisition is supported by a single-source justification affirming Grupo Vision as the only responsible source capable of delivering the required proprietary technology, with no future competition permitted absent the development of unavailable technical data packages.
