The solicitation 191NLE25Q0032 issued by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) seeks to procure M3 machine guns and related weapon system accessories, including mounts, optics, suppressors, tripods, cleaning kits, and ammunition, for the State Border Guard Service (SBGS) in Kyiv, Ukraine. The acquisition supports mobile firing teams against airborne threats as part of INL’s broader efforts to combat international narcotics and crime by strengthening partner nation capabilities. This procurement is conducted as a 100% competitive 8(a) set-aside under NAICS code 332994. Proposals are due by January 16, 2025, and must be submitted electronically to specified government contacts. The contract will be awarded as a Firm-Fixed Price (FFP) contract with delivery and acceptance occurring at the vendor’s U.S. warehouse followed by shipment coordination to Kyiv through Defense Logistics Agency channels. The contractor is responsible for compliance with MILSPEC and ISO certifications, proper packaging to withstand overseas transit, and delivery ready for final shipment, but no training or travel is required under the Statement of Work (SOW). Evaluation of proposals will be based on a best value tradeoff with weighted non-price factors including technical specifications (40%), delivery time (35%), and export compliance experience (25%), supplemented by past performance assessments and price considerations without assigned weight but integral to award decision. The technical evaluation will rely on an adjectival rating scale measuring the extent to which offerings meet or exceed solicitation specifications, while past performance must demonstrate relevant experience, especially in weapons and ammunition delivery to Ukraine. Export compliance expertise is critical due to applicable arms export and transfer laws. Contractual requirements include strict confidentiality and proprietary information handling, compliance with export control laws including ITAR, and adherence to a series of FAR clauses prohibiting procurement of certain foreign-made technologies and enforcing labor, ethics, and anti-trafficking standards. Packaging must meet robust construction standards suitable for international shipment, with detailed marking and documentation requirements, including inclusion of U.S. Embassy Kyiv as the destination and government contract numbers. This acquisition embodies significant regulatory compliance and oversight to ensure delivery of quality weapon systems in support of U.S. foreign policy security objectives.
