INL_RFQ-PR15417676 IT EQUIPMENT FOR INVESTIGATIONS

The U.S. Embassy in Bogota, through the Bureau of International Narcotics and Law Enforcement (INL), is soliciting quotations for IT equipment to support kidnapping and extortion investigations under solicitation number INL_RFQ-PR15417676. This is a combined synopsis/solicitation issued under FAR Subpart 12.202 and will be awarded using Simplified Acquisition Procedures per FAR 12. The requirement calls for the procurement of new, never-used, unaltered IT equipment including workstation computers and the integrated installation, configuration, commissioning, and operational testing of surveillance, videoconferencing, and recording systems within a VAN-type vehicle, all in compliance with manufacturer guidelines and engineering best practices for mobile applications. The equipment must be ruggedized to withstand vibration, shock, and movement on urban and rural roads. All items must be delivered to the INL warehouse at Avenida Calle 22 68b-75, Barrio Montevideo, Bogota, Colombia, with FOB Destination terms, and must arrive within 42 days of purchase order issuance, followed by 30 additional calendar days for onsite performance. The total period of performance is 100 days. Offers must remain valid for 90 days after the solicitation closing date, exclude VAT or IVA, and include all costs such as delivery, insurance, and assembly, with no price adjustments permitted post-award. Only new equipment in original packaging is acceptable; refurbished or gray market products are prohibited. Award will follow a Lowest Price Technically Acceptable (LPTA) methodology, with technical compliance and contractor responsibility serving as pass/fail gates.
