The U.S. Geological Survey’s Columbia Environmental Research Center is issuing a non-competitive purchase order to InnovaSea Marine Systems Canada Inc. for 100 units of the Innovasea V9-2x-A69-2801 69 kHz acoustic transmitters, with delivery required by September 2, 2026, eight weeks after award. This acquisition is structured as a firm fixed-price contract with no option years, and the sole purpose is to maintain continuity with an established telemetry system that has served as the operational standard in the Great Lakes basin for over thirty years. Using the same manufacturer ensures uninterrupted data compatibility, scientific comparability across studies, and access to proprietary analytical services such as false detection analysis and fine scale positioning, which are critical for ongoing large-scale fish movement research. The procurement is conducted under Revolutionary FAR Overhaul 12.201-1, acknowledging that while all responsible sources may submit proposals, the government intends to award this requirement noncompetitively due to the unique technical requirements and the absence of viable alternatives. The North American Industry Classification System code is 334290 with an 800-employee size standard, and the product falls under the Commercial Fishing Equipment category (PSC 2060). All vendors must be registered in SAM.gov to be eligible for award, and proposals must be submitted via email to sruggles@usgs.gov by 5:00 p.m. Eastern time on July 10, 2026. Delivery is FOB destination to the USGS Columbia Environmental Research Center in Columbia, Missouri, and formal acceptance will be documented via Standard Form 1449 upon verification of quantity and conformance. The contracting office is the USGS OAG Reston Acquisition Branch in Reston, Virginia, and no addenda, special requirements, or detailed evaluation factors are provided, as the process is intentionally streamlined for a sole-source acquisition based on technical necessity.

The U.S. Geological Survey (USGS), Columbia Environmental Research Center, plans to fund a non-competitive purchase order to InnovaSea Marine Systems Canada Inc., formerly Vemco, for Innovasea V9-2x-A69-2801 69 kHz acoustic transmitters (quantity 100). There are no option year periods. The anticipated contract will be firm fixed-price; delivery 8 weeks ARO.

Innovasea is the sole manufacturer and seller of the Vemco family of acoustic telemetry transmitters and receivers and has been the established operational standard for large scale, multi-agency fish movement and population research in the Great Lakes basin for more than three decades. Continued use of Innovasea transmitters avoids the significant cost and scientific risk associated with transitioning to a non-compatible telemetry platform mid-project. Use of the same manufacturer for newly deployed transmitters ensures uninterrupted data continuity, study comparability, and access to manufacturer-supported analytical services including false detection analysis and fine scale positioning.
