INSERTION KIT, CHEST TUBE

The contract solicits twenty sterile, single-use emergency chest tube insertion kits, each containing eleven essential components designed for immediate use at or near the point of injury to treat pneumothorax or hemothorax. Each kit must include a 36 Fr chest tube, a wound seal kit, a Heimlich valve, primed gauze, a Hegar-Mayo needle driver, two 9-inch Rochester Peans, two 0 silk FSL 3-0 sutures, petroleum gauze, and a No. 10 scalpel. All components must be packaged together in a 3.5 mil nylon poly barrier bag that is vacuum-sealed, meeting or exceeding the DLA Master List of Technical and Quality Requirements, which take precedence over ASTM D3951. The kits must be palletized per RP001 and labeled in accordance with MIL-STD-129 and the latest Medical Marking Standard No. 1. A shelf life of 36 months is required, with no more than six months elapsed between the date of manufacture and delivery to the government, and the item is classified as a TYPE I (CODE Q) non-extendable shelf-life item under RS020 and RS001. The kits are designated by NSN 6515-01-579-3275, and bidders must specify the source and part number being offered. Delivery is due within twenty days of award, with FOB destination terms to either the parcel post or freight shipping address in Kings Bay, Georgia. The solicitation requires submission via DIBBS by the closing date of August 4, 2026, and failure to submit a Safety Data Sheet will render an offeror nonresponsible. Offerors must comply with the Berry Amendment and Buy American Act, and disclose any use of non-domestic materials. The contract also mandates adherence to DFARS hazard communication labeling standards, and all contractors must register with DLA’s AMPS to gain access to the Vendor Shipment Module for shipping. Award may be issued through automated processes unless first article testing is involved, and a HUBZone price evaluation preference may apply if a qualifying entity responds. Payment will be processed electronically through WAWF, requiring both an invoice and receiving report unless an exception applies.
