This contract action is both fixed-priced and competitive. In accordance with RFO FAR 12.301(b), the following is a brief explanation of the award. No other oral or written debriefings will be given.


Rationale of Award: Seven quotes were received in response to the solicitation. Solicitation provision 52.212-2 provided the evaluation criteria for award. Pursuant to the provision, quotations were evaluated in an efficient and minimally burdensome fashion. The Government evaluated the quotations submitted against the evaluation criteria of Technical Capability and Price. Quotes were evaluated inclusive of all option items. The Government made an award to the offeror who provided the lowest priced technically acceptable quote. Craneworks, Inc. was the lowest priced quoter, and when their technical approach was evaluated, it was found to be technically acceptable.
