The U.S. Coast Guard Surface Forces Logistics Center, Medium Endurance Cutter Product Line, issued solicitation HSCG40-14-Q-AF172 for the inspection, overhaul, and purchase of Original Equipment Manufacturer single point davit assemblies. Specifically, the requirement covers the overhaul of two and the purchase of two Allied Systems Model D5700CT single point davits, identified by NSN 2030 01-476-6301, for use on WMEC 210 and 378 cutters. The estimated contract value is 5,000 dollars. Due to the proprietary nature of the technical specifications, drawings, and specialized tools required for these assemblies, the government identified Allied Systems Company Inc. as the sole source capable of providing these supplies and services. While the government sought information from other potential sources that could demonstrate OEM authorization or a history of providing genuine parts and technical representative services, the procurement was justified as other than full and open competition under 10 U.S.C. 2304(c)(1). The action was managed by the Sflc Procurement Branch 3 within the Department of Homeland Security.
