The U.S. Embassy in Riyadh, Saudi Arabia, is seeking to contract for the installation of an additional electrical power utility service from the Saudi Electricity Company (SEC) to serve the Embassy’s Annex warehouse at Freedom Hall. This new electrical service is required to support increased load demands stemming from newly established office spaces for the Department of War. The contractor’s scope includes providing all labor, materials, equipment, documentation, testing, commissioning, and coordination necessary to secure and install this additional power service, ensuring full compliance with regulatory requirements and successful commissioning and activation through collaboration with SEC. The contract is designated as firm fixed-price and will be awarded to the lowest priced, technically acceptable offeror, with the possibility of award based on initial proposals without further discussions. This requirement is currently in a presolicitation phase with a posting date of May 13, 2026, and a response deadline of May 27, 2026. Proposal submissions must be made electronically through the System for Award Management (SAM), and vendors must be registered in SAM as a prerequisite, consistent with FAR clause 52.204-7. No specific small-business set-aside applies to this solicitation, and no detailed evaluation factors beyond the lowest-price, technically acceptable criteria have been published at this stage. The contract performance location is the U.S. Embassy Warehouse in Riyadh, and the government plans a site visit whose date will be provided in the solicitation. While no special contract clauses, detailed inspection checklists, or payment processing instructions are currently available, the contractor must ensure technical compliance through coordinated testing and commissioning efforts under the oversight of the Embassy’s contracting office. Questions and communications should be directed to RiyadhContracting@state.gov. The complete solicitation with all terms, conditions, and detailed proposal requirements will be posted on SAM when available.
