This is a presolicitation notice for a commercial supply requirement. The Federal Correctional Institution (FCI) Oxford requires a qualified and licensed supplier for the supply and delivery of the materials needed for the project “Install Holdig Cell in Lt. Area”. This project is direct purchase of materials only. Fabrication and installation of the panels shall be performed by FBOP Facilities personnel utilizing institutional labor resources. No contracted installation services are included in this project. Government's Right of Final Technical Acceptance: The government retains the sole and final authority to determine technical acceptance for all submitted products, based on the provided documentation and compliance with stated standards.



The supply includes:



  • Three (3) stand alone Holding Cells that need to be built. FCI Oxford Staff will assemble, weld, and fasten the panels together.

  • The Holding Cells shall be a box-type cage with an overall INSIDE dimension of 38" width x 38" depth x 96" height. Per American Correctional Association (ACA) standards, holding cells/rooms require a minimum of 10 square feet of unencumbered floor space per inmate.


Estimated Value: Approximately $40,000 (below the Simplified Acquisition Threshold of $350,000).

This acquisition will use simplified procedures for commercial services at or below the SAT. In accordance with RFO FAR 12.201-1(c)(2), the contracting officer intends to solicit quotations directly from suppliers rather than post a full solicitation/RFQ on SAM.gov.



When using this direct solicitation method:



  1. A presolicitation notice must be posted in the Governmentwide Point of Entry (GPE) per Subpart 5.1, unless an exception in 5.101(b) applies.
  2. Quotations must be solicited from a minimum of three sources.
  3. Whenever practicable, solicitations should include at least two sources not contacted in the previous solicitation.


No separate written solicitation will be posted on SAM.gov. Quotations will be requested directly from selected sources after this notice. All responsible sources may submit a quotation if contacted by the contracting officer.
