AI Contract Overview
This solicitation, numbered W912CN26QA020, is a Total Small Business Set-Aside for the installation of a single strand of multimode fiber optic cable within the existing secure Protected Distribution System (PDS) at Fort Shafter, Hawaii, specifically in Building T122, Second Floor. The work is a non-personal services contract under a Firm Fixed Price arrangement, with a requirement to install 130 feet of cable configured with specific connector transitions—from SC to ST at the PDS to junction, ST to SC at the junction to patch panel in safe, and SC to LC from patch panel to switch. The contractor must permanently reseal all opened sections of the PDS using safety-compliant methods, terminate the cable at the switch using a 1 GB GBIC, provide certified cable test results, and submit as-built documentation. The Performance Work Statement mandates full compliance with Army Regulation AR 190-13, EM 385-1-1 safety standards, and DFARS 252.204-7012 for safeguarding covered defense information. All work must be completed no later than 30 days after receipt of order, and final acceptance hinges on inspection and approval by the Contracting Officer’s Representative, Mr. Edwin Mariano. The solicitation is evaluated on a Lowest Price Technically Acceptable (LPTA) basis, meaning technical proposals must first be deemed acceptable—based on past performance and certifications—before price becomes the sole determining factor, with no tradeoffs permitted. Offerors must submit electronic quotes via email to the designated points of contact by 1000 Hawaii Time on 08 May 2026, after which no responses will be accepted; confirmations of final quotes must be submitted by 1600 on 07 May 2026. Participation requires SAM.gov registration, mandatory compliance with labor standards including the Service Contract Act and Executive Order wage requirements, and submission of an Acceptable Quality Control Plan and Initial Installation Pass Log. All personnel must complete Anti-Terrorism and OPSEC Level I training within two days of contract start and annually thereafter.
