The Aldine Independent School District has issued Solicitation Number 2324-4 for Instructional Supplies, Materials, and Equipment, inviting vendors to submit proposals via their eBid system by May 29, 2026, at 4:00 PM to be considered for the approved vendor list. This solicitation replaces the previous RFP# PURCH 1819-3, which expired on June 30, 2024, and vendors currently awarded under that contract must resubmit to maintain approved status unless they were awarded under the newer PURCH 2324-4 or are part of an approved purchasing cooperative with Aldine ISD, in which case re-submission is not required. The evaluation process is ongoing with biweekly bid closings every other Thursday at noon, reopening by 4 PM the same day, requiring full and timely submission to avoid losing bid progress and having to restart the bidding process. The contract encompasses a broad range of instructional supplies, materials, and equipment to support the district’s educational needs, requiring compliance with detailed specifications accessible through the eBid portal upon vendor registration. Vendors must submit completed specification forms, non-collusion certifications, bidder qualification and disclosure forms, and warranty and delivery commitments. Although this is primarily a supply contract rather than a service contract, vendors provide pricing by unit and extended amounts for specified quantities in designated packaging sizes. The district reserves the right to accept proposals it deems most advantageous, split awards, or reject any or all proposals with no explicit federal acquisition clauses cited, though compliance with applicable state and local procurement laws is implied as a Texas SLED contract. Packaging and labeling requirements mandate that products be delivered in specified case sizes without any special marking or barcoding instructions. Inspection and acceptance are based on specification compliance but lack explicit procedural details or defined inspection locations. Administrative and payment contacts are provided by Aldine ISD’s purchasing department, with vendor inquiries directed accordingly. The solicitation is conducted under cooperative purchasing principles authorized by relevant municipal law, allowing vendors awarded through other cooperative agreements involving Aldine ISD to participate without re-bidding. Pricing remains vendor-determined within a projected contract value range of $5 million to $20 million. Vendors are urged to submit promptly due to the structured biweekly evaluation rhythm, ensuring timely consideration for the vendor list extending through May 29, 2026. Special contract conditions include optional trade-in provisions for certain equipment and mandatory warranty submissions, with no specific security, key personnel, or conflict of interest clauses identified in the available documentation.
