Sealed bids will be received on August 19, 2026, by the South Lafourche Levee District (SLLD), at the office of the SLLD, located at; 17904 LA Highway 3235, Galliano, Louisiana 70354 until 10:00 A.M. CST as shown on the SLLD Conference Room Clock at which time sealed bids shall be publicly opened and read. Subsequent to the opening, the bid/bids will be evaluated by the appropriate party/parties and will be presented to the Director for handling in accordance with the Louisiana Public Bid Law.   Each bid shall be either hand delivered by the bidder or his agent in which instance the deliverer shall be handed a written receipt, or such bid shall be sent by registered or certified mail with a return receipt requested, or shall be submitted electronically with Central Auction House (CAH). Bids shall not be accepted or taken, including receiving any hand delivered bids, on days which are recognized as holidays by the United States Postal Service.   The mailing address for bids is:                        South Lafourche Levee District P.O. Please contact Corbin Hebert, P.E., at 985-655-3100 with regard to the specifications or information about the bid documents.     Project Name: Instrumentation and Monitoring System (Equipment Supply) for South Lafourche Water Monitoring Stations   Project Description: The project shall include supplying various pieces of equipment for the monitoring of hydrologic, meteorological, and physical conditions of ten (10) sites. Contractor shall supply varying amounts of stage/salinity sensors, weather stations, telemetry boxes, data loggers, cellular modems, AC and/or solar power supply systems, data displays, flow meters, and miscellaneous electronic components for the SLLD’s Water Monitoring System. Installation and Calibration of this equipment is not included within this project’s scope.   When in specifications or contract documents a particular brand, make of material, device, or equipment is shown or specified, such brand, make of material, device, or equipment shall be regarded merely as a standard. Bidders quoting a different particular brand, make of material, device, or equipment from that listed in the specifications must be approved by Engineer prior to bid opening. The Engineer will only consider written proposals for a particular product for prior approval, other than a product specified in the contract documents, if submitted no later than fourteen working days prior to the opening of Bids. Only equipment listed in the specifications or have received approval by Engineer prior to bid opening will be accepted in the Bidder Certification Form.   Bids received prior to the time of the scheduled bid opening will be securely kept unopened.  No bid received after the scheduled time for opening will be considered.  Bidders are cautioned to allow ample time for transmittal of bids by mail or otherwise.  Bidders are urged to secure information relative to the probable time of arrival and distribution of mail at the place where the bids are to be opened.  Failure of the U.S. Mail or of any express carrier or delivery service to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended. Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. A Contractor’s License is not required for bid to be considered eligible. Contractors/Vendors desiring to bid shall state this exemption on the bid envelope and shall be treated as a lawful bid in compliance with LA R.S. 37:2165.   If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid.  Failure to include a copy of the appropriate signature authorization will result in the rejection of the bid unless bidder has complied with LA R.S. 38:2212(B)(5).   All proposals must be accompanied by a Certified Check, Cashier's Check or Bid Bond in the amount of five (5%) percent of the amount of the proposal made payable to the South Lafourche Levee District.  Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection.  If a bid bond is provided it shall be on the attached form and only on the attached form. The project scope is classified as Equipment Supply. No Performance Bond, Supply Bond, nor Payment Bond will be required for project as allowed by LA R.S. 38:2212.1(L) and 38:2216(B).   A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents.In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact.   The Contractor shall meet the following conditions of employment, including but not limited to, the Contract Work Hours and Safety Standards Act, the Copeland Anti-Kickback Act, and minimum wage rates to be paid under this Contract, the Davis-Bacon Act.
