AI Contract Overview
The contract solicitation SPE4A6-26-T-51K9 is for the procurement of electrical insulation sleeving identified by NSN 5970-00-238-9744, with a quantity of 154 packages, each containing two units, for delivery to DLA Distribution Cherry Point in North Carolina. Delivery is required within 171 days after order placement, with an original delivery date of November 23, 2026, and a need ship date of November 8, 2026. The items are to be shipped FOB origin under a unit of issue package (PG), with zero variance allowed in quantity, and inspection and acceptance are to occur at the destination. Packaging must adhere to MIL-STD-2073-1E with a unit pack code U, using box containers and intermediate container type E5, and palletization must meet DLA’s RP001 requirements. Marking and labeling are governed by MIL-STD-129, requiring barcoding with Code 128 or PDF417 formats, and no special marking is required. A strict prohibition on mercury or mercury compounds applies to all preservation, packaging, and labeling processes, with limited exceptions only for functional uses in batteries, instruments, sensors, and specific defense systems as outlined in NAVSEA 5100-003D, which also mandates shock-proof design and a secondary containment barrier for portable mercury-containing devices. Compliance with technical and quality requirements referenced via R and I numbers in the DLA Master List is mandatory, and sampling must follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required in the sample lot unless otherwise stated. Acceptance criteria assign verification levels of VII, IV, and II to critical, major, and minor attributes respectively, with unspecified attributes treated as major. The contract incorporates numerous FAR and DFARS clauses including cybersecurity safeguards under 252.204-7012 requiring NIST SP 800-171 implementation and reporting via the Supplier Performance Risk System, and the prohibition of covered defense telecommunications equipment under 252.204-7018 and 252.204-7017.
