The contract specifies the procurement of insulators, bushing, with NSN 5970-01-687-9211 and part numbers 21308514 and 3589388 from Volvo Penta of the Americas Inc, under solicitation SPE4A6-26-T-05DC. A total quantity of 90 units is required to be delivered FOB origin within 113 days, with no tolerance for quantity variance. All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, which supersedes any commercial standards such as ASTM D3951. Sampling must follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances unless otherwise stated, and attributes are to be classified as critical, major, or minor with corresponding verification levels or AQLs. Packaging must comply with DLA-specific requirements under RP001 and MIL-STD-129, with hazardous materials adhering to FED-STD-313 and TQ requirement IP025, while non-hazardous items must be commercially packaged consistent with DLA’s overriding standards.
