Integrated Library System (ILS)

The Naval Research Laboratory, Department of Defense, awarded a contract to Ex Libris USA Inc. for a cloud-based Integrated Library System (ILS) to replace the legacy systems at the Ruth H. Hooker Research Library. Conducted under full and open competition using FAR subpart 13.5 simplified procedures for certain commercial items, the contract has a period of performance of five years from the date of award. The project involves implementing a unified Library Services Platform and Discovery Service to manage over 170,000 bibliographic records and support approximately 3,000 staff users in Washington, DC. The system must provide comprehensive capabilities for cataloging, circulation, acquisitions management, and analytics, while ensuring interoperability through APIs and support for metadata standards such as MARC21, BIBFRAME, and Dublin Core. Critical security and technical requirements include FedRAMP-authorized cloud hosting and Common Access Card (CAC) authentication. Key deliverables include the complete migration of patron and inventory records, the provision of COUNTER and SUSHI-compliant usage reporting, and the delivery of web-based training materials. Final government acceptance is contingent upon the successful completion of testing and the approval of six specific contract data requirements lists (CDRLs A001 through A006).
