The 10th Contracting Squadron of the United States Air Force Academy issued a sole source bridge contract to Sirsi Corporation for the SirsiDynix Symphony Integrated Library System software. This procurement, identified by solicitation number FA7000-16-R-0019, provides essential cataloging, circulation control, and online public access cataloging functions for the USAFA McDermott Library and the USAF Community Library. The contract was awarded using simplified acquisition procedures under NAICS code 511210, with an estimated cost of 231,663.74 dollars. The agreement consists of a one year base period and one one year option. This bridge contract serves as a temporary solution because no other vendors currently meet the FedRAMP Level 4 certification requirements, and SirsiDynix is the only provider currently authorized for an exemption. The requiring agency intends to review the market for FedRAMP compliant providers before exercising the option period to facilitate a future competitive acquisition process.

NOTICE OF AWARD Contracting Office Address: 8110 Industrial Drive, STE 200 LGCB USAF Academy CO 80840-2315 The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado issued a Sole Source bridge contract award to Sirsi Corporation, for SirsiDynix "Symphony" Integrated Library System (ILS) Software. This procurement is for the acquisition of a sole source commercial item using simplified acquisition procedures in accordance with FAR Parts 12 and 13. The North American Industrial Classification System (NAICS) number is 511210 and the business size standard is 500 employees. Requirement: USAFA McDermott Library and USAF Community Library requires ILS software to provide the following core functions: Cataloging, Circulation Control and Online Public Access Cataloging (OPAC). SAF/JA confirmed FedRAMP certification and a provisional authority to operate the software must be in place prior to award. There is no waiver process; however, SAF/CIO A6 has a review process for services/software to present what they believe to be extenuating circumstances. The incumbent software, SirsiDynix, has been authorized an exemption at this time to allow cadets and faculty continued use of ILS software. This award is for a one (1) year base period plus a one (1) year option. Requiring agency will review the market for FedRAMP Level 4 certified/compliant providers of ILS software before renewing the option period and any subsequent re-acquisition. The one (1) year option increases the window of opportunity for a future competitive action to acquire ILS software. The requiring agency will coordinate any action with USAFA / A6 to review relevant updates to software requirements that could allow for competition without a FedRAMP certified competitor in the market. Sole Source Justification: Only one responsible source and no other item will satisfy the USAFA requirement for ILS software, as no potential vendors are FedRAMP Level 4 certified/compliant. Sirsi Corporation's incumbent software, awarded using full and open competition, is the only software currently authorized an exemption to allow cadets and faculty use of ILS software. This bridge contract is a temporary solution until vendors can become FedRAMP Level 4 certified/compliant. This synopsis is for post award notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote for this requirement. The Government does not intend to pay for any information provided under this announcement.
