Full Description

The Transportation Security Administration (TSA) intends to contract using other than full and open competition for Integrated Logistics Support (ILS) maintenance services. Accordingly, the TSA intends to award a contract to Morpho Detection, LLC located at 7151 Gateway Blvd, Newark, California 94560 and a contract to L-3 Communications Corporation located at 10E Commerce Way, Woburn, Massachusetts 01801. These contracts will address the requirements of TSA's Office of Security Capabilities (OSC) Electronic Baggage Screening Program (EBSP) in support of maintenance services on the fleet of TSA-owned Morpho Detection LLC and L-3 Communications Corporation Explosive Detection Systems (EDS). This notice of intent is in relation to Sources Sought Notice/Request for Information number HSTS04-14-I-STAD02 (TSA Serial Number TSA25-04-02408) that TSA posted on the Federal Business Opportunities website on April 17, 2014. The proposed contract actions are for supplies or services for which the Government intends to solicit and negotiate with only one source for each proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to solicit and negotiate with the Original Equipment Manufacturer (OEM) of the EDS for which the ILS maintenance services are required. Interested persons may identify their interest and capability to respond to the requirement or submit proposals via e-mail to Michelle Negron at Michelle.Negron@tsa.dhs.gov by 5:00pm Eastern Standard Time on February 25, 2015. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
