Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation is soliciting proposals for the complete repower of a 30 foot Munson landing craft. The selected contractor will be responsible for the decommissioning and removal of two existing Honda BF250A outboard engines and the procurement and installation of two new Honda BF250D Drive-by-Wire outboards. The scope of work is divided into six phases, encompassing structural transom inspections, the installation of Honda iST electronic control heads at dual helm stations, integration with the SeaStar Power Assist steering system, and a comprehensive fuel system overhaul using USCG Type A1-15 lines. The project concludes with NMEA 2000 network integration, digital gauge installation, and a minimum two hour sea trial to validate performance and safety protocols. To ensure factory warranty coverage, the contractor must maintain active Honda Marine Authorized Dealer or Service Center status. The vessel will be delivered via trailer to the contractor facility, which must provide a secure, fenced yard or indoor shop. Award evaluation is based on a weighted criteria of cost, technical expertise, and TERO status, with a preference for Colville Business Enterprises. Proposals must be submitted in PDF format by November 13, 2026. Final contracts are subject to tribal appropriation and may require a performance bond for values exceeding 100,000 dollars or a 25 percent retainage.

The Naval Sea Systems Command intends to award a sole source contract to Raytheon Company for the procurement and installation of Integrated Shipboard Electronics (ISE) for the LPD 29 Amphibious Transport Dock ship. This project supports the Detail Design and Construction of the 13th ship in the San Antonio Class and encompasses the production, integration, installation, and testing of the Hull, Mechanical, and Electrical Network and the Navigation Distribution System. The scope of work includes the management of both Contractor-Furnished and Government-Furnished Equipment, as well as comprehensive system design, hardware and software development, and the delivery of network cabling. Raytheon was selected as the sole source due to their specialized knowledge and experience gained from the previous twelve ships of the class, which the government determined would prevent significant duplication of costs. This notification serves primarily for subcontracting purposes and is not a request for competitive proposals. Interested parties were given a limited window to identify their capabilities, though the final determination to proceed with a sole source procurement remains at the discretion of the government.

The Naval Sea Systems Command intends to issue solicitation N00024-17-R-2481 to Raytheon Company (Raytheon), 8680 Balboa Ave., San Diego, CA 92123, for the procurement and installation of Integrated Shipboard Electronics (ISE) in support of the Detail Design and Construction (DD&C) for LPD 29 Amphibious Transport Docking ship on a sole source basis. This effort includes the production, integration, installation, test and logistics for the ISE suite. The ISE suite consists of the Hull, Mechanical, and Electrical (HM&E) Network and the Navigation Distribution System (NDDS). Additionally, this effort includes the integration of Contractor-Furnished Equipment (CFE) and Government-Furnished Equipment (GFE), CFE procurement, support to ship construction, CFE and GFE installation, testing, and evaluation. The Contractor shall accomplish and support the Total Ship Electronics Systems Integration, and related aspects of system design, hardware and software developments, engineering, system integration, test and evaluation, and delivery of material (i.e. Network Hardware and Cabling). Raytheon is the only source with the requisite knowledge and experience required to procure and install ISE for the 13thship of the San Antonio (LPD 17) Class. Pursuing an alternate source through competition would result in significant duplication of cost due to loss of learning achieved on the previous 12 ships that cannot be recovered on the anticipated last ship of the Class. This notification is issued for subcontracting purposes only. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre-solicitation notice is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. The pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation and this information is subject to modification and in no way binds the Government to award a contract.
