Integrated Technical Resources Hub

Hillsborough County is soliciting competitive sealed proposals through RFP-26-00336 to acquire a cloud-hosted Integrated Technical Resources Hub designed to centralize and streamline technical knowledge for its Development Services Department. The solution must serve as a single authoritative source for code interpretation, application status, and documentation while seamlessly integrating with existing customer-facing platforms, supporting multitier user roles including Administrator, Content Producer, and Data Analyst, and ensuring compliance with stringent information security and accessibility standards. The contract will have a three-year term with an estimated value of $194,150 and will be awarded using a trade-off methodology, prioritizing technical merit over cost with the top three evaluation factors—system quality, proposer qualifications, and understanding of scope—each worth 30 points, while cost accounts for only 10 points. The County retains the right to award to the proposal offering the best overall value, not necessarily the lowest price. The contractor must implement a fully secure, U.S.-based cloud solution adhering to ISO 27001, SOC 1 and SOC 2, FIPS 140-3, NIST AES-256, WCAG 2.1 Level AA, and TLS 1.3 standards, with all data processing and storage prohibited outside the United States unless explicitly approved in writing. Additional cyber requirements include appointing a qualified Information Security Officer, conducting background checks on all personnel with system access, maintaining a $1,000,000 cyber liability insurance policy, providing SOC 2 Type II compliance evidence, and enabling County-wide audit rights. Proposals must be submitted exclusively through the Euna Procurement portal by August 10, 2026, and include an executive summary limited to ten pages, solution details, implementation plan, required licenses, and certifications. Attachments such as an insurance certificate, W-9, disaster recovery plan, and AI and vendor security questionnaires will be required upon the County’s request. The contractor must ensure compliance with accessibility laws, support data subject rights, conduct impact assessments for high-risk processing, and is strictly prohibited from using County data for any purpose beyond the contract scope. Payment will be processed via ACH within 30 days of approved invoice submission, and delivery or performance must occur within Hillsborough County, Florida, with the County retaining the authority to modify performance locations as needed.
