Maricopa County Department of Transportation (MCDOT) is seeking bids for the "Intelligent Transit and Freight Signal Priority Project," a pilot initiative aimed at enhancing traffic signal management through connected vehicle technology along key transit and freight corridors within the metropolitan Phoenix area. Building on years of prior experimentation in Anthem, Arizona, the project will equip three roadway corridors with connected vehicle systems at existing traffic signals and on transit and freight vehicles. The deployment will utilize the Multi-Modal Intelligent Traffic Signal System (MMITSS) to provide Freight Signal Priority and Transit Signal Priority, with the goal of improving system efficiency and evaluating performance impacts over time. The project emphasizes the integration of advanced traffic management technology to support urban transit and freight operations. Vendors interested in participating must submit their bids exclusively through PeriscopeS2G by June 4, 2024, and are required to include specific documentation such as vendor information, signed agreement pages, references, pricing spreadsheets, and proposal reports. The procurement process does not include a pre-bid meeting, and all questions must be directed through the designated Q&A platform within the specified timeline. Additionally, vendors must register with AZUTRAC and, if eligible, submit the Maricopa County Small & Local Certification documentation. The contract size ranges from $500,000 to $2 million, and the project aims to select one or multiple vendors at the sole discretion of the county, with the potential for partial awards based on the proposals received.

INTENT: The Maricopa County Department of Transportation (MCDOT) has experimented with connected vehicle (CV) technology for several years in their testbed located in Anthem, Arizona. In an effort to bring that experience and technology to a more urban environment, MCDOT is proposing a pilot CV project utilizing known transit and freight routes within the metropolitan Phoenix area. This effort, the “Intelligent Transit and Freight Signal Priority Project” (iTSP), will outfit three separate roadway corridors with CV technology at existing traffic signals and corresponding equipment on transit and freight vehicles. With this equipment in place, the project will utilize the Multi-Modal Intelligent Traffic Signal System (MMITSS) traffic signal priority application to provide Freight Signal Priority (FSP) and Transit Signal Priority (TSP) and evaluate the impact upon freight and transit system performance over time.
