--Intent of Award of a Sole Source to Pitney Bowes

The Army Reserve Contracting Center South at Ft. Jackson, SC intends to award a firm-fixed price sole-source award to Pitney Bowes, 1 Elmcroft Road, Stamford, CT. pursuant to FAR 6.302-1, This award will consist of a base and 4 option year period. Only One Source and No Other Supplies or Services Will Satisfy Agency Requirements. This will be a commercial acquisition using FAR 13. The proposed contract action will be to provide meter rental, updates, and maintenance to equipment provided by Pitney Bowes as this is a follow on requirement. All mailing machines and scales currently in use are only operational with Pitney Bowes meters. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
