The announcement serves as an advance notification of the Government’s intent to issue a Request for Prototype Proposals (RPP 18-11) under the Medical CBRN Defense Consortium (MCDC) Other Transaction Agreement (OTA). This announcement does not constitute a solicitation for project awards but informs industry members and consortium participants about upcoming opportunities related to Medical Countermeasure Systems research and development. The Government previously established the MCDC OTA in April 2016 to facilitate prototype projects focused on medical countermeasures, and the forthcoming solicitation will target the development of an FDA-approved smallpox medical countermeasure for post-exposure prophylaxis to be used alongside vaccination. The anticipated project will invite white papers and full proposals via solicitation number W15QKN-16-9-1002, with awards expected to be made exclusively to MCDC members. Importantly, a Prototype OTA awarded as a result of the solicitation may lead to a follow-on production contract without additional competitive procedures, contingent upon successful project completion, pursuant to federal acquisition regulations. The Department of Defense office overseeing this initiative is located at Picatinny Arsenal, NJ, with Peter W. Gerhard serving as the Agreements Officer contact. This step signifies the Government’s strategic approach to expediting medical countermeasure development through streamlined acquisition mechanisms within the defense and medical research communities.
