Synopsis:


The United States Air Force, AFLCMC/PZIBB, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a Sole Source contract for informational purposes only. This proposed action is for the 88th Logistics Readiness Squadron at Wright-Patterson AFB, and it is for the procurement of one (1) turn-key electronic and mechanical upgrade for the Precision Measurement Equipment Laboratory's (PMEL) existing Spacesaver mobile scheduling shelves (SN: 469042), which includes touchscreens, auto-movement, safety sweeps, and replacement of 1/8 H.P. motors. Further, this effort will replace obsolete electronics, extending the sustainment lifecycle of the existing structural carriages. It was determined that SpaceSaver Storage Systems Inc.can meet the Government’s specifications as they are stated in the attached Performance Work Statement (PWS). The Government intends to solicit and negotiate with only one source under the authority of RFO 6.103-1 and 12.102(a), resulting in a Firm- Fixed -Price contract.



The proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 337215- Showcase, Partition, Shelving, and Locker Manufacturing, (PSC) 7125 - Cabinets, Lockers, Bins, and Shelving. The proposed source is SpaceSaver Storage Systems Inc., 1450 Janesville Ave, Fort Atkinson, Wisconsin 53538-2706. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a Sole Source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.



The reason for lack of competition is as follows: SpaceSaver Storage Systems Inc. and its exclusive, authorized regional distributor, Patterson Pope, are the only service centers for the Original Equipment Manufacturer ((OEM) SpaceSaver Storage Systems Inc.)). No other contractors have access to the required proprietary OEM parts or possess the factory-certified technicians necessary to safely interface with the existing infrastructure. Utilizing a different vendor would necessitate a complete teardown and replacement of the entire functional structural footprint, resulting in a substantial and unacceptable duplication of cost to the Government. Therefore, it is in the best interest of the Government to award SpaceSaver Storage Systems Inc. Please see Attachment 2, Sole Source Justification (SSJ), for additional details.
