Intent to Award Sole Source: Vehicle Borne Improvised Explosive Device (VBIED) Toolkit Items

The National Assessment Group at Kirtland AFB plans to award a sole source contract to Mistral Security Inc. for the purchase of specialized Vehicle Borne Improvised Explosive Device (VBIED) toolkit items. The contract includes obtaining 10 Extender Gripper Kits with carry bags, 10 Electric Vehicle Lift Jacks with carry bags, and 10 Extender Tools with carry bags. These items are intended solely for evaluation purposes to assess their capabilities and limitations in support of the Government's counterterrorism efforts. Mistral Security Inc. holds a license from the Combating Terrorism Technical Support Office to develop and market the specified equipment, reinforcing the Government’s decision to limit procurement to this vendor due to unique manufacturing rights and the specific technical utility of the equipment. This sole source award is to a Women-Owned Small Business under NAICS code 333999 and is not open to competitive proposals, following FAR 6.302-1(a)(2) authority. The minimum quantities requested are to ensure adequate testing and evaluation of the equipment’s performance.
