Single Source provider for Layered Solutions proprietary softwareThe Florida School for the Deaf and the Blind (FSDB) intends to procure proprietary software and related licensing agreements from Layered Solutions, Inc. to support its mass notification system for the 2026-2027 period. This contract, with an estimated value not to exceed $240,000, represents a sole source purchase due to the unique nature of the software and associated hardware. Layered Solutions is the exclusive manufacturer and support provider for the mass notification system currently implemented at FSDB, including the proprietary Media Controller device used for digital signage. The company also offers all software support and training services, making it the only viable supplier for these specific solutions. The solicitation is not a competitive bid but a public notice of the intended single source procurement as required by Florida statutes and administrative codes. Interested vendors who believe they can meet the requirements are invited to submit information within a fifteen-business-day window, during which the agency will consider whether a competitive procurement is warranted. The decision to proceed solely with Layered Solutions or to open a competitive process rests with the FSDB. The primary contacts for inquiries are designated purchasing officials at FSDB, and any protests or challenges must comply with specified Florida legal procedures and deadlines.
