The U.S. Army Research, Development and Engineering Command plans to award a sole source contract to Army Times Publishing Company for the placement of twelve monthly advertisements aimed at recruiting officers and non-commissioned officers for the Asymmetric Warfare Group’s field teams and staffs. This action is justified under the authority allowing Other than Full and Open Competition, as Army Times is considered the only publication with the market reach necessary to effectively target the intended audience of active Army personnel. The notice is not a solicitation for proposals or quotations but serves to seek information that might influence the decision to compete the procurement. Interested parties with comparable capability to reach the same market segment—active Army officers and non-commissioned officers—were invited to respond by a specific deadline, providing written documentation supporting their qualifications at no cost to the government. Responses were required in writing, either by email if file sizes were under 5MB or by hard copy otherwise. The contract solicitation number is USA-SNOTE-071001-001 and falls under NAICS code 511110. The office responsible is located at Aberdeen Proving Ground, Maryland, and the point of contact for inquiries is identified by an email address. The government retains sole discretion on whether to proceed with a competitive process based on the responses received.
