DITCO-Pacific intends to award a sole source modification to Teleguam Holdings LLC to extend existing Managed Network Services at Andersen AFB, Guam, by integrating long-distance voice services into the current Virtual Private Network Service authorized under IQO CSA TELH000002EBM. This modification will enable a unified managed SIP Trunking solution capable of handling both local and long-distance inbound and outbound traffic, eliminating the need for a duplicate telecom infrastructure. Adding a second SIP Trunk from a different vendor would incur prohibitive costs due to redundant hardware, circuit duplication, and technical conflicts arising from overlapping voice routing systems on shared on-premises equipment. The action is justified under FAR 6.103-1 as only one responsible source exists capable of meeting the agency’s technical and operational requirements without compromising system integrity or efficiency. The procurement will proceed under Simplified Acquisition Procedures without competitive solicitation, as the government has determined no alternative supplier can fulfill the specific integration needs of the existing managed network framework. The anticipated award is scheduled for August 2026, with a response deadline of August 11, 2026, and the services will be performed in Yigo, Guam, under the oversight of the Department of Defense.
