The addition of long distance services at Orote, Guam

DITCO-Pacific intends to award a sole source modification to Teleguam Holdings LLC for the addition of long-distance voice services to the existing Managed Network Services at Naval Base Orote, Guam, under the current Communication Service Authorization TELH000003EBM. This modification expands the scope of the original contract, which was awarded through full and open competition, to integrate long-distance inbound and outbound traffic into the existing SIP Trunking solution, ensuring both local and long-distance calls are managed under a unified, supported framework. The change is justified by the technical and economic impracticality of deploying a redundant SIP Trunk and parallel on-premises equipment from another vendor, which would lead to unnecessary duplication of hardware, circuits, and potential routing conflicts due to incompatible systems. The procurement is being conducted under Simplified Acquisition Procedures and Other Than Full and Open Competition, authorized by FAR 6.103-1, as Teleguam is the only responsible source capable of delivering the required services without disruption or increased cost. This notice is not a solicitation for competitive bids, and the government retains full discretion over the procurement process. The anticipated award is scheduled for August 2026, with a response deadline of August 11, 2026.
