The Department of Defense, through the Defense Logistics Agency Aviation at Warner Robins, Georgia, plans to issue a firm fixed price, sole source request for proposal on or before January 15, 2026. This procurement is for 137 units of the HC/MC-130 Aerial Nozzle Press Coupler, identified by National Stock Number 1680-01-530-3831 and Part Number 50725, which is a specialized, non-commercial part used on HC/MC-130 aircraft. The coupler, manufactured solely by Blue Aerospace LLC as the authorized supplier, is a critical component of the aircraft's refueling system. It features a cone-shaped housing, locking mechanisms with spring-loaded pistons, a poppet valve for pressure regulation, and a connector forming a socket for the nozzle, all designed to ensure secure and pressure-controlled fuel transfer between tanker and receiver airplanes. This sole source acquisition reflects the unique supplier relationship, as the original manufacturer, now Mission Systems Davenport Inc., no longer supports procurement and instead designates Blue Aerospace LLC as their exclusive authorized supplier. The coupler's design prevents fuel pressure surges that could damage fuel system components, underpinning its importance for mission readiness. Interested parties should note that this notice is for informational purposes only and does not constitute a solicitation or commitment to award. The contract will be administered by the Georgia-based DLA Aviation office, with points of contact provided for further information.

This action is to establish a Requirements Contract for the acquisition of the HC/MC-130 Aerial Nozzle Press (Hereafter referred to as the Coupler or Coupling),National Stock Number (NSN):1680-01-530-3831, Part Number (P/N): 50725, which is a non-commercial item that is applicable to the HC/MC-130 Aircrafts.

The Coupling National Stock Number (NSN):1680-01-530-3831, Part Number(P/N): 50725, is attached to the refueling hose just AFT of the ejection spring. The coupling consists primarily of a housing, locking mechanism, poppet valve, and connector. The coupling also includes a hose end pressure regulating feature which pre-vents surges in fuel delivery pressure, which prevents damage to fuel system components on the receiver airplane, and also to an extent on the tanker airplane. The housing is cone shaped to guide the entrance of the mating nozzle on the receiver airplane. There are three locking mechanisms, consisting of spring-loaded pistons, eccentrically attached to arms and rollers. Insertion of the receiver probe nozzle actuates the arm and roller assemblies. Passages are provided in the housing to allow a sample of fluid pressure into piston chambers of locking mechanisms. This fluid pressure, tapped from the fuel flow passing to the receiver airplane, adds pressure to the roller locking mechanisms to in-crease the force required for disconnect to420 ±20 pounds. The spring-loaded closed poppet valve is mounted in a ball-shaped housing extension. The poppet valve is opened by the tip of the receiver airplane probe nozzle upon its insertion. The connector, with a ring and connector cap, forms a socket for the ball shaped housing extension.

The Government does not own the technical data package for this item. This requirement will be solicited sole source to manufacturer BLUEAEROSPACE LLC (CAGE 1WZW9) pursuant to 10 USC 2304(c)(1); FAR 6.302-1. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
