Notice of Intent to Award Sole Source This is a notification that Naval Special Warfare Command (NSWC) intends to award a sole-source, firm-fixed price contract to COX VIRGINIA TELECOM, L.L.C. NSWC requires continuation of Commercial internet service at their facility located on the Dam Neck Annex of Oceana Naval Air Station in Virginia Beach, VA. Requirement is for one (1) year with three (3) follow- on option years. COX VIRGINIA TELECOM, L.L.C has been providing the required internet service for the last year via a dedicated fiber line that was installed by them under a separate contract to expand optical internet services to the facility. Because the COX fiber line is the only one currently run out to the location, and the required necessary compatible periphial equipment for required system operation is already in place, COX is the only vendor available who can provide the continuation of internet service. The internet service will be acquired in accordance with FAR Part 12 - Acquisition of Commercial Items, and FAR Part 13 - Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) code for this procurement is 517110. The size standard is 1500 employees. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if competition exists. Any such responses must be in writing and include technical capability information, which shall demonstrate the contractor's ability to complete this effort. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. All responses must be received no later than 1:00 PM EST, July 28th 2017. Verification of receipt of electronic transmission is the sole responsibility of the contractor. Naval Special Warfare Command (NSWC) UxS Commercial Solutions Opening (CSO)
Solicitation # H9224026SC001
The Naval Special Warfare Command (NSWC) is utilizing a Commercial Solutions Opening (CSO) under solicitation H9224026SC001 to accelerate the development, procurement, and integration of unmanned systems (UxS) capabilities. This initiative supports the Joint Force, Special Operations Forces (SOF), and allied partners by seeking innovative solutions in several Areas of Interest, specifically UxS as a Service, First Person View (FPV) platforms for ISR and kinetic operations, and UxS training. The scope encompasses a wide array of requirements, including complete UxS systems, payloads, Command and Control (C2) software, artificial intelligence for processing and exploitation, and communications equipment. Technical priorities include interoperability with systems like Lattice and Hivemind, adherence to a Modular Open Systems Approach, and strict compliance with FAA, ICAO, and cybersecurity standards, with a prohibition on components from covered countries. The procurement process is structured in three phases: Phase I involves the submission of unclassified solution briefs via the Vulcan portal; Phase II consists of demonstrations and pitches requiring the provision of at least three operational units and two trained operators; and Phase III involves the collaborative development of Statements of Work and final negotiations. NSWC anticipates awarding either Firm-Fixed Price contracts under FAR Part 12 or Other Transaction Authority (OT) agreements under 10 U.S.C. 4022-23. Submission deadlines vary by Area of Interest, with several extended through December 31, 2026. To be eligible for award and payment, companies must be registered in the System for Award Management (SAM) and utilize Wide Area Work Flow (WAWF) for invoicing.

FPV Unmanned Aerial Systems (UAS) for ISR OperationsThe contract seeks the development and delivery of First-Person View unmanned aerial systems designed explicitly for Intelligence, Surveillance, and Reconnaissance missions in challenging operational environments, including those that are GPS-denied, high-electromagnetic interference, and maritime. These systems must deliver 45 to 60 minutes of endurance and be capable of rapid deployment to support time-sensitive missions. The technology must operate reliably under extreme conditions where conventional navigation and communication systems are compromised, demanding robust, self-contained avionics and resilient data links. The aircraft should be optimized for low-observable characteristics and field-ready handling to meet the demands of tactical special operations forces. This is a subcontract opportunity under the NAICS code 334511, tied to the Naval Special Warfare Command within the Department of Defense, with a performance location in San Diego, California, ZIP 92155. The solicitation was posted on May 5, 2026, and responses are due by December 31, 2026, at 5:00 PM Eastern Time. While no set-aside designation or point of contact is specified, the nature of the requirement suggests a focus on advanced aerospace manufacturing capabilities with proven experience in military-grade UAS integration. Contractors must demonstrate technical precision, operational relevance, and the ability to deliver systems that meet the rigorous standards of special operations in austere maritime and urban terrain.
