The United States Navy's Military Sealift Command intends to award a sole source, firm-fixed-price contract to Boll Filter Corp for the procurement of various parts, specifically COSAL shortage materials including filters, gaskets, and O-rings. These components are designated for installation on U.S. Navy vessels, specifically multiple T-AKE class ships. The procurement is justified under FAR 13.106-1(b) because Boll Filter Corp is the original equipment manufacturer and holds restrictive proprietary rights for the Duplex Service Engine Strainer. This action, identified by solicitation number N32205-14-P-0244 and NAICS code 333999, was managed by the Military Sealift Fleet Support Command in Norfolk, Virginia. While the government intended to proceed with a sole source award, the notice allowed responsible sources to submit capability statements to demonstrate their ability to fulfill the requirement or provide exceptions to the sole source intent. All inquiries and responses were directed to the designated contract specialists to determine if a competitive procurement was warranted.
