AI Contract Overview
The U.S. Army’s 906th Contracting Battalion in Daegu, South Korea, intends to sole-source a firm-fixed-price contract to Advantor Systems Corporation for the procurement and installation of an integrated security system comprising an Intrusion Detection System, Access Control System, and Closed-Circuit Television network for a new building. The system must fully integrate with existing Advantor Electronic Security Systems deployed across Commander, Fleet Activities Chinhae, ensuring interoperability, consistent monitoring, and compliance with Navy security standards. All installation work must be performed by Advantor-certified personnel to maintain system integrity and avoid risks such as operational failure, loss of surveillance capability, or certification noncompliance. The contract will deliver surveillance and access control coverage for entry and exit points, interior rooms, and exterior locations, with all alarms directed to the Advantor ASN Server at Building XX and monitored additionally at BDOC, Building BXX. This procurement is justified under 41 U.S.C. §4106(c) and FAR 8.405-6(a)(1)(i) due to the necessity of compatibility with the existing Advantor infrastructure and the lack of viable alternatives. All potential bidders, regardless of nationality, must possess or be able to secure the required Republic of Korea business licenses and comply with all local labor, tax, and immigration laws under the U.S.-ROK Status of Forces Agreement, which prohibits the designation of invited contractors or technical representatives. Interested parties may challenge the sole-source determination by submitting a capability statement and interest letter by 20 May 2026, demonstrating that competition would provide measurable benefit without negatively impacting cost or schedule. Responses must be sent to SFC Domenico Torello at the provided email, and no costs incurred in responding will be reimbursed. The action is not an invitation to bid, and the Government retains full discretion in evaluating submissions to determine whether competition is warranted.
