This purchase will be made under Simplified Acquisition Procedures as authorized by RFO 12.102(a). The Bombardier Flight Deck 3 is the application that is currently being utilized in the remaining E-11 fleets both domestically and down range. Continuity is imperative for mission success to ensure pilot familiarity. Bombardier Flight deck has all the publications needed to fly the aircraft and calculate takeoff and landing data and weight and balance data. Bombardier is the only application with these capabilities that have proper authorization and clearance for E-11 operation groups to utilize. Currently, 18 ACCS at Robins AFB, GA is standing up a fleet with several aircraft and are borrowing two electronic flight books with Bombardier installed on it. This is not sustainable and therefore is mission essential.
