Technical specifications mandate US-based hosting and data storage, automated user provisioning via SCIM, and identity management using Microsoft Entra ID with SAML 2.0 or OIDC. The procurement process requires submissions via beaconbid.com by November 27, 2026, with an award decision expected by December 21, 2026.
