Fiscal Service Procurement on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to make an award to CipherTrace, 140 Victory Lane, Los Gatos, CA 95030, USA, on a Sole Source basis for the CipherTrace Armada cybertool. The purpose of this requisition is to renew existing access to CipherTrace cryptocurrency tracing and attribution platform. FinCEN is seeking a single year contract for access to Cipertrace. Access will be provided as an annual web subscription to CipherTrace products for FY23. Although CipherTrace is among a few premiere companies that offer cryptocurrency tracing for government and institutional investigators, it possesses several unique capabilities required by FinCEN. CipherTrace is considered a best-in class data attribution, analytics, proprietary clustering algorthim product with coverage of 2000+ cryptocurrency entities-more than any other blockchain analytics company. The CipherTrace Inspector financial investigations solution helps law enforcement investigate players in the crypto economy. Even non-technical agents and analysts can use these powerful de-anonymization tools to easily identify and trace criminals who attempt to use any of more than 800 cryptocurrencies � including Bitcoin, Bitcoin Cash, Ethereum and Litecoin�on the internet to conceal their illicit activities. This de-anonymization capability spans more than 87% of global virtual assets. CipherTrace products include: Armada-flags high risk payment s between banks and VASPs and reveals risk associated with hundreds of VASPs and other virtual asset entities using deep intelligence into their KYC and AML practices. Sentry helps investigate crypto currency money laundering activities by integrating with both open and closed-source intelligence and leverages proprietary clustering algorithms to aggregate and correlate a variety of indicators rapidly and then provide users with actionable attribution. Inspector is a search and visualization tool for investigating cryptocurrency transactions. CipherTrace has: A Crypto Search Engine that makes it fast and easy to investigate Bitcoin transaction IDs and addresses. Users simply enter a cryptocurrency address or transaction ID in an intuitive search bar that auto-completes addresses locations. The CipherTrace active attribution platform can rapidly aggregate and correlate a variety of indicators, and then provide users with risk assessments and actionable intelligence. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
