AI Contract Overview
The Department of State, through the Acquisitions - Aqm Momentum office, has issued a Request for Information (RFI) under solicitation number 19AQMM26-N-GOVTA to assess industry capabilities in providing a Commercial Off-The-Shelf (COTS) time and attendance software solution known as Ultimate Kronos Group (UKG) GovTA. This RFI is purely for market research and planning purposes, with no commitment to award a contract or reimburse response costs. The government seeks to determine vendor interest, competition adequacy, and technical feasibility to support approximately 91,000 users globally, including U.S. Direct Hire employees, U.S. Personal Service Contractors, and Locally Employed staff across domestic and overseas locations. The solution must meet requirements for minimal customization, system integration with existing HR and payroll platforms, data migration of historical timesheets, leave balances, and employee profiles, along with ongoing maintenance, technical support, training, and post-implementation stabilization. Deployment will occur in two phases: Phase 1 covering about 35,000 users at the start of the base period and Phase 2 for the remainder approximately six months later. All licenses are expected to synchronize in expiration to support steady-state demand in subsequent years. Vendors must respond by June 26, 2026, at 5:00 p.m. ET via email to the designated points of contact, submitting responses in Times New Roman 12-point font with one-inch margins, not exceeding ten pages excluding pricing sheets, product literature, and past performance. Responses must include company information such as name, address, DUNS/UEI number, CAGE code, socioeconomic status, and proof of authorized reseller status, along with current FedRAMP authorization details if applicable. Pricing must be outlined under general models like per-seat licensing, enterprise licensing, or subscription tiers, with technical support labor hours listed separately. Vendors are also required to identify applicable government-wide acquisition vehicles such as GSA Schedule 70, NASA SEWP, or CIO-SP3, and provide one to three relevant federal government implementation references. The procurement is classified under NAICS code 541519 for other computer-related services and PSC code 7A21 for perpetual license business application software, with no set-aside designation. The Department retains all submitted information, and responses are not considered offers or binding under FAR 15.201(e). The results of this RFI
