Solicitation # RFI-ICE_ADTS_Sep2026
The U.S. Department of Homeland Security, Immigration and Customs Enforcement (ICE), Office of the Chief Information Officer (OCIO) has issued Request for Information RFI-ICE_ADTS_Sep2026 to conduct market research for the AI Data Technology Strategy (ADTS). The agency is seeking capable vendors to provide operations, maintenance, continuous enhancement, and design services across three primary functional areas: Artificial Intelligence, Data, and Technology Strategy/Architecture. A central objective of this effort is the design and operation of an enterprise Agentic Software Factory, which comprises an Enterprise Control Plane for converting mission intent into production capability, an Agentic Orchestration and Runtime Layer for coordinating AI agents, and an Independent Assurance Boundary for cybersecurity and mission acceptance testing. Key technical requirements include maintaining the continuous Authority to Operate (ATO) for the STELLA platform and application portfolio, implementing AI guardrails to prevent data leakage and prompt injection, and administering the AI and Innovation Hub. The government expects alignment with Zero Trust identity, the Secure Software Development Framework, and the NIST AI Risk Management Framework. Performance will be evaluated based on quality metrics such as escaped defects and restoration time, as well as AI effectiveness measured by autonomous completion and escalation rates. This is a market research effort and not a formal solicitation; therefore, no contract value or specific period of performance has been established. The government is requesting industry recommendations on appropriate contract vehicles, such as GSA MAS or OASIS+, and pricing structures, including Firm Fixed Price or Time and Materials. Responses are due by October 16, 2026, at 10:00 AM EDT via a designated Microsoft Form. Interested parties must provide their Unique Entity ID and business size status under NAICS code 541519.
