Next Generation (NextGen) Passport Personalization Printers Support
Solicitation # 19AQMM24R0113
Solicitation 19AQMM24R0113 is a negotiated request for proposals issued by the U.S. Department of State to provide and support Next Generation (NextGen) Passport Personalization Printers across all domestic passport sites, including 29 agencies, passport centers, and non-production environment sites. The scope of work encompasses program management, transition support, warranty services, and the provision of high- and low-capacity printers capable of laser engraving, color printing, and chip personalization. These systems must comply with ICAO Document 9303 international standards and integrate with existing Department of State environments via the Interface Control Document. The contract is structured as a single-award IDIQ with a base year and four option years, utilizing a mix of firm-fixed-price and time-and-materials CLINs for services such as installation, training, and full-time printer support. The government will employ a best value-tradeoff source selection process where non-price factors, specifically technical capability, are significantly more important than price. Evaluation factors include technical approach, past performance, and a Go/No Go assessment for Cybersecurity Supply Chain Risk Management. Due to the sensitive nature of passport production, the contract mandates rigorous security requirements, including Top Secret facility clearances, Secret personnel clearances, and adherence to NIST secure development practices. Performance is measured by strict quality standards, requiring 95 percent operational availability for printers and a waste/spoilage rate of less than 0.5 percent. Following numerous revisions and a period of suspension, the current solicitation closing date is November 30, 2027.

Solicitation # 19AQMM26N0006
The Department of State, through Acquisitions Aqm Momentum, has issued a Request for Information under solicitation number 19AQMM26N0006 for Digital Forensics Equipment. The intended place of performance is Mexico, and the primary NAICS code associated with this requirement is 423430. Because the documents are subject to a Restricted Distribution Agreement, interested vendors must follow a specific access protocol. This includes signing a Restricted Access Request form, providing their Unique Entity ID or CAGE code, and requesting explicit access via SAM.gov. Once access is granted, vendors must adhere to strict security guidelines, including storing documents in locked facilities and prohibiting any secondary distribution or digital duplication. Responses to this RFI must be submitted as a capability statement in PDF or MS Word format via email to Eric Modrak at [email hidden]. The submission deadline is November 13, 2026, at 4:00 PM CST. This notice is for planning purposes only and does not constitute a formal request for quotes, bids, or proposals, nor does it commit the government to a future contract.
