The Centers for Disease Control and Prevention (CDC) plans to award a sole source, firm-fixed price purchase order to Colorado State University’s Department of Microbiology, Immunology, and Pathology to provide biosurveillance training and conduct ecological studies focused on bats in Uganda. This initiative builds on ongoing work since 2009 by the CDC's Division of Vector-Borne Diseases, which has been capturing bats in Uganda to discover novel human viral pathogens and identify arbovirus linkages with specific bat species at the human-bat interface, aiming to understand potential spill-over risks to humans. The contract will continue these efforts by supporting fieldwork and training activities critical to these biosurveillance objectives. The procurement will be conducted under the authority of FAR 8.405-6(B), allowing for negotiation with a single source. Although the CDC is issuing this notice of intent to award a sole source contract, interested parties may express their interest and submit proposals by May 4, 2016, at 2:00 PM EST. Submissions will be accepted in writing only via email to the designated point of contact, Kim Morris, and telephone inquiries will not be entertained. The information received will help the Government decide whether to pursue a competitive procurement or proceed with the sole source award to Colorado State University.

The scope of work includes archaeological investigation, monitoring, reporting, and permitting for various infrastructure and development projects, such as road upgrades and utility replacements, within the City of Delta. All services must comply with the Heritage Conservation Act, and firms must demonstrate eligibility to hold provincial permits, including Multi Assessment Permits and Site Alteration Permits. The selection process utilizes a two-stage qualification method. To be considered, respondents must meet all mandatory criteria, including the timely submission of a signed Proposal Covering Letter. Qualified firms will be evaluated based on proponent capability and experience (50%), methodology (25%), and fees (25%), with minimum scores required for the first two categories. The City emphasizes the importance of professional certification, requiring at least one team member to be in good standing with a recognized organization like the British Columbia Association of Professional Archaeologists. Proposals must be submitted as a single PDF to the purchasing department by 2:00 PM Pacific time on November 16, 2026.
