The U.S. Army Corps of Engineers, Rock Island District, intends to procure education webinars from 
the Red Vector platform for online training for Engineers, Architects, Program Managers (Licensed 
Professionals) that provide Professional Development Hour/Continuting Education Units, on a sole 
source basis with Enterprise Training Solutions, Inc. in accordance with 10 U.S.C. 3205(a)(1) as 
implemented by RFO FAR 12.102(a), for purchases not exceeding the simplified acquisition 
threshold and only one source rreasonably available.



THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. however, 
any business firm that believes it can meet the requirement may give writing notification to
the Contracting Officer in the form of a capability statement. Supporting evidence shall be in
sufficient detail that demonstrates the ability to comply with the requirements listed and must be 
furnished to the point of contact listed below by 10 September 2026 at 12pm CT.



A determination by the Government not to compete this proposed contract based on responses to this 
notice is soley within the discretion of the Government. Information received will be considered 
soley for the purpose of determining whether to conduct a competitive procurement.



The U.S. Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected 
with supplying sufficient detail to demonstrate the ability to comply with the requirements listed. 
in order to receive a Government award, a firm must be registered in the System for Award 
management (SAM) (https://sam.gov/). Firms must register on a one-time basis, and annually confirm 
accuracy and completeness of registration information.
