The Treasury Common Services Center (TCSC), on behalf of Office of Intelligence and Analysis (OIA), Office of Analysis and Production (A&P) and the contracting activity is IRS OITA, intends to contract with Fathom Financial Consulting Limited, United Kingdom, on a sole source basis. Fathom Financial Consulting Limited has services related to their proprietary Econometric modeling and scenario development Consultation Program. This information is proprietary in nature and is not available from other sources.
The proposed contractor’s unique qualifications and the nature of the acquisition requires use of the authority cited as follows:
- Fathom Consulting’s global macroeconomic forecast(s) allow customers to provide specific inputs/criteria for various forecast scenarios which can be input in their proprietary trackers (Capital Flows Tracker and Energy Transition Scores) and access to their proprietary databases (RiCArdo database) allowing users to track trade developments between countries.
- Their product suite allows use of their (proprietary) Financial Vulnerabilities Indicator Model for global financial crisis risk. Fathom Financials Services also include customer-focused conversations with experienced economists to better understand the interplay of economic theory, models, and current events. Additionally, Two of the their models were developed by and for the Intelligence Community (IC), such that affiliated services via these models focus on questions and countries that are of interest to the Intelligence Community rather than those that are of importance to general financial analysts or academic economists.
- Fathom Consulting services allows OIA economic analysts to answer policymakers’ questions and provide early warning on economic and financial risk at country, region, and global levels by providing OIA with econometric skills not currently found in OIA’s workforce. Their services would also allow OIA analysts to generate scenarios using Treasury’s unique expertise.
- The Government currently uses the proposed contractor’s brand name product at other Intelligence Community (IC) agencies, including CIA.
The period of performance for the purchase order/contract is anticipated to be one 12-month base period and four 12-month option periods.
NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Treasury Common Services Center will consider responses received no later than 07/10/2026. Responses shall be submitted electronically to starla.kalb@treasury.gov, SS-OIA-26-042 /Attn: Starla Kalb. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Treasury Common Services Center will make award on a sole source basis to Fathom Financial Consulting Limited.
