Intent to Sole Source Flashpoint Cyber Tool

Fiscal Service Procurement on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to award to EJ2 Communications, Inc. (OBA) Flashpoint on a Sole Source basis for Flashpoint Enterprise Platform. Flashpoint collects and organizes primary source data from the Deep and Dark Web. This information is derived from forums, social media, paste sites, and other online channels where extremists and cybercriminals communicate and disseminate propaganda. Flashpoint's extensive database of acquired intelligence is arranged by geographic location, file name, specific entry, date of release, source, group, description of content, and original language. Flashpoint provides customers threat intelligence products and services otherwise commercially unbailable. In this capacity, Flash point's tradecraft and capabilities are unique and directly support the FinCEN mission to safeguard the global financial system. Flashpoint maintains one of the largest digital databases of open source intelligence on contemporary terrorist organizations, financiers, recruiters, and associates dating back two decades. Flash point's archive is nearly two terabytes in size and continues to grow at one-half terabyte per yearThis database holds vast information on terrorism finance, including personnel records, donor lists, donor material, project reports, archived websites, and IRS filings from charitable front groups around the globe. The terror finance archive also includes bank account numbers, IP addresses of terror financiers, Jihadist postings on forums related to funding terrorism, reports released by international law enforcement, intelligence, legislative, and nongovernmental organizations. Flashpoint provides critical financial intelligence through a powerful combination of automated and human monitoring of popular contemporary Jihadist and cybercriminal sites, Deep and Dark Web forums, and other sources. Flashpoint maintains an extensive team of subject matter experts {SM Es) in cultural, technical and linguistic skills, including Arabic, Farsi, Turkish, German, French, Russian, and over twelve other languages. These SM Es are available to interface and support FinCEN through commercially available product and service offerings. Fiscal Service/FinCEN will consider affirmative responses received no later than April 11, 2022 at 10:00a.m. ET. Offerers shall respond to this notice if they believe they can provide FinCEN the same services as mentioned above. Responses shall include the name and point of contact information for its company along with a description of the services. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. Responses shall be submitted to Purchasing@fiscal.treasury.gov -Attention: SS-FIN-22-061 JS/MH. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
