***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT SOUTH DAKOTA STATE UNIVERSITY (SDSU) IS THE ONLY VENDOR THAT SPECIALIZES IN ATMOSPHERIC CHEMISTRY RESEARCH USING RAVE AND GBBEPX CODEBASE ALGORITHMS. SDSU PROVIDES HIGHLY SPECIALIZED, INSTITUTIONAL KNOWLEDGE OF PROPRIETARY ALGORITHMS AND COMPUTER CODE USED IN NOAA’S RAVE AND GBBEPX PRODUCTS. SDSU DEVELOPED AND HAS MAINTAINED THESE PRODUCTS FOR OVER A DECADE. DEVELOPMENT AND INTEGRATION OF NEW COMBUSTION-PHASE-BASED EMISSION FACTORS INTO THESE SPECIFIC NOAA SYSTEMS, IS ESSENTIAL TO UTILIZE THE CONTRACTOR'S HIGHLY SPECIALIZED TECHNICAL EXPERTISE REGARDING THE RAVE AND GBBEPX ALGORITHMS AND CODEBASES. SDSU IS THE ONLY SOURCE CAPABLE OF MEETING THESE REQUIREMENTS; AND THE NECESSARY EXPERTISE IS UNIQUE TO THIS INSTITUTION. SOUTH DAKOTA STATE UNIVERSITY (SDSU) HAS CONFIRMED THEY ARE THE SOLE SOURCE.
