Full Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The U.S. Army Contracting Command (ACC), Tenant Division, Aberdeen Proving Ground (APG), 6565 Surveillance Loop, Aberdeen Proving Ground, Maryland 21005 intends to award a sole source, firm fixed price contract to Four Inc./Four LLC, 2303 Dulles Station Boulevard, Suite 105, Herndon, VA 20171, to purchase the following new licenses and support: QTY of One (1) - 5CP-YME BIOVIA Discovery Studio Small Molecule Engineering (License) QTY of One (1) - 5CP-YSM BIOVIA Discovery Studio Simulation (License) QTY of One (1) - YME BIOVIA Discovery Studio Small Molecule Engineering (Support) QTY of One (1) - YSM BIOVIA Discovery Studio Simulation The BIOVIA Discovery Studio Small Molecule and Simulations software is the only software compatible with the existing BIOVIA base platform modules currently used by the requiring activity. The software and licence keys are exclusive and proprietary to DS Government Solutions Corp. No other software solution can meet the Government's need without unacceptable delays in fulfilling the requirement and/or substantial developmental costs. However, Four Inc. is the only one authorized reseller for this product and is a CHESS vendor, which is the mandatory source for the purchase of commercial IT hardware and software purchases for Army clients in accordance with Army Regulation (AR) 25-1 and AFARS 5139.101(90)(a). A firm-fixed price (FFP) contract delivery order will be issued using the Army Computer Hardware Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions (ITES) -Software 2 (SW2) contracting vehicle. The associated North American Industry Classification System (NAICS) code is 511210 - Software Publishers and the business size standard is $41,520,000.00. Posting date of this requirement is 4 August, 2021. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government's intent to award on a sole source basis the required supplies.
